It is the closing of a space through bone. You can replace the word foraminal with "canal", such as the spinal canal. It is gaining tissue and compressing the nerves.

It is where the nerve goes out from the spinal cord and goes out through a hole in between the vertebrae and if that whole is made smaller by a spur, then that term in encroachment.

Assuming that the encroachment is from bone spurs, I would try gentle manipulation AND traction. This can give the pinched nerves a little breathing room.
