Theoretically. Genetic engineering means changing the RNA/DNA of species, which could be the small pox. You could likely change it so that it's 'new' in some way, e.g. bypasses current immunities. However, that would require quite a bit of research and I'm pretty sure that's not allowed.

How did knowledge of genotypes affect scientists efforts to improve plants used for food and clothing?

Knowledge of genotypes allowed scientists to selectively breed plants with desired traits by identifying specific genes associated with characteristics like disease resistance, yield, and fiber quality. This led to the development of genetically modified organisms (GMOs) and hybrid varieties that have enhanced productivity, nutritional value, and quality in crops used for food and clothing. This understanding also enabled scientists to create genetically tailored plants that could thrive in challenging environments and adapt to changing climate conditions.

When they find a way to genetically engineer perfect children should the law require that everyone be able to get it or that everyone must get it?

The government should not be allowed to impose genetically engineered children on prospective parents, nor should the ability to get engineered children become a right. Rights mean that the government has to fund it. Requirement means selective breeding. The next step might be the termination of pregnancies where a less than perfect child might enter the new perfect world. Government is not God and should not be given the power to play one.
