The concept of Response to Intervention (RTI) was developed and pioneered by educational researchers and practitioners in the field of special education. It was influenced by the work of educational psychologists and scholars such as Douglas Fuchs and Lynn S. Fuchs.
I'm an RtI specialist, not from Illinois, but I can tell you that in general that Response to Intervention (RtI) is a general education initiative, though services may be provided by general education teachers, Title I teachers, special educators, speech/language pathologists and paraprofessionals. Any of these people can work with both general and special education students to provide intervention in reading or mathematics to prevent school failure. They do this instead of waiting for children to fail and then putting them through the long testing process to "qualify" for special education.
There is a great article that answers this question entitled, "No More "Waiting to Fail" by Rachel Brown-Chidsey. It speaks about RTI and the changes that it will make in the future of students with learning disabilities. The article was published in the Educational Leadership magazine, in October of 2007.
It has a lot to do with the new standard for Special Education and how students are assessed. Instead of specialized older types of mandated testing, teachers must observe constantly and keep record in a maze of 9 or 10 types of problems that students are experiencing. then intervene, and keep records of all of this. Then, this multitude of paperwork is forwarded to the resource people, who can decide the best intervention with which to proceed.
