The short answer is 'yes'. While caramel recipes vary, their main ingredients are simple carbohydrates. The main ingredients of caramel are standard cane sugar--the disaccharide sucrose--and some variation on milk (butter, cream, etc) which contains the disaccharide lactose. Sugars are carbohydrates, and caramel is almost entirely sugar.

Caramel candy is usually (if not always) NOT gluten free. Caramel color (like in Coke) is however gluten free. I'm sure there is some brand/type that does make gluten free caramel though.

Yes some do. But Hershey's strawberry, caramel, and chocolate syrup are claimed to be gluten free basing on there website. But if you are highly sensitive with Celiac Disease I would stay away from it.
Kikkoman plain Soy Sauce is not - but they have brought out a specifically labelled "Gluten Free" Soy Sauce that is.

I imagine they are since they are made from only peanuts and caramel. Caramel is just melted sugar. There is no wheat in it to create gluten.
