As of now, it is. Kraft is great about labeling. For example, if a product contains malt syrup, it will say right after that (from corn and barley) See this link for more details.

The short answer is 'yes'. While caramel recipes vary, their main ingredients are simple carbohydrates. The main ingredients of caramel are standard cane sugar--the disaccharide sucrose--and some variation on milk (butter, cream, etc) which contains the disaccharide lactose. Sugars are carbohydrates, and caramel is almost entirely sugar.
