You should keep your carb intake below 23 grams of carbs a day to lose weight. This is a very low amount of carbohydrates.
A diabetic must manage carbohydrate intake properly. It would be a good idea to learn to count carbs. The Atkins Diet has many resources available on this. A multi-vitamin is also recommended.

It depends on who you ask. Carbs are what gets your blood sugar up, so the less carbs the less insulin you need. On the other hand do you get more sensitive to insulin if you have a low glycogen depot wich can get your blood sugar dangerously low if you're unattentive. Diabetics need the same nutrition as others, but I would say the Atkins diet is optimal for a diabetic IF you check your blood sugar at least twice a day. Much carbs is a bit safer and less carbs is healtier

Firstly, diabetics should have Snacks, not Meals---generally between 5 and 6 snacks per day, which should include SMALL amounts of a good mix of all the basic food groups. Generally, trying to consume the lowest number of carbs at any meal is always the best, but you will drive yourself crazy by reading labels to find the lowest amounts of carbs in foods....if you can keep your Total daily-intake of carbs to between 60 and 100grams, you are doing Great, and your sugar-numbers should reflect that.

Plan to have lots of fresh vegetables as most are low in carbs. You can search on-line for carb counting information and many restaurants post carb and calorie counters on-line as well.
A diabetic person can eat anything they want ... IN MODERATION! You must figure out how many carbs are in the dish and calculate that into your daily allowance. This means you'll probably only be able to have a small portion, but that's better than avoiding it entirely!
