pedal edema is the accumulation of fluids in the lower extermities (feet, lower legs). it is frequently diagnosed as being symptomatic of congestive heart disease or failure, but can also result as a side effect of certain drugs (nsaid's, ssri's, androgens, estrogens, oral contraceptives...), trauma, thrombophlebitis or deep vein thrombosis, among other things. treatment may involve use of diuretics, dietary changes/restrictions, and/or management of any underlying cause.

sounds like "pedal edema" or "pitting edema" when you push on the leg does it leave an indintation for a moment then slowly go back to normal? the main cause for water retention signs in your legs is CHF or "congestive heart failure" see a doctor.. most likely the drug they will prescribe is lasix aka water pill.
The brake pedal and the accelerator pedal can cause a change in speed.
The pedal needs to be greased with good ole WD-40 where the pedal goes into the firewall.
Letting go of the pedal or pushing the gas pedal.
The brake pedal has nothing to do with it. If air is in the system then bleed the brakes.
Check around brake pedal for something rubbing. If OK, I'd look into the master cylinder.
If the pedal is stuck down, no vacuum to the release diaphragm on the pedal
