I have never been much of a runner and i have managed to run 3k a day! I just went for it one day as part of my rowing training.....that doesnt make me a good runner! At first i thought ah i am not gonna be able to do it but it got easier each time i did it! It takes a while but you wil see your times improve and your fitness improve also!!
When i first started rowing i was the worst runner there so every training session they sent me on a run!
Day one: 250 meters
Day two: 500 meters
Day three: 750 meters
Day Five: 1k
Now i am able to run 5k without much trouble but choose not to! Either of these tactics may work!!

I do 3k just under 18 mins - im not a runner. heavy... but working on it... aiming to reach 15mins..... 8th Grade boys in Indianapolis, IN run 3k (cross country) in the low 11 minutes (6:00 mile pace) to be competitive. Low 10 minutes (5:30 pace) won the City Meet in 2008. My 11 yr old ran 12:50 last year (6:53 pace). I am 45 and an average runner and can run it in the 14's.
