You can get your arm veins to bulge out by doing something that makes your arms need blood.What i mean is do some exersizes such as benchpress,arm curls,pushups,dips,pull ups,etc those will make your muscules constract and veins enlargen causing more blood flow which will make your veins bulge unless your arms have exessive fat on them causing the fat to over the veins making them almost invisable.

Well veins are always good.. You always need them to have blood move around your body but if you mean.. "Is it alright if the veins are popping out or big when you workout?" then the answer is yes its normal to have them popping out during workouts...
