Yes, though it is more common to experience hayfever like symptoms such as a runny nose and watery eyes. If you did have a skin rash it would be unlikely that a cat was the cause unless you had experienced one of these symptoms also, and probably beforehand. It certainly wouldn't be impossible for you to have a rash without another symptom, just unlikely. If you can't determine the cause, and then remove it, your best bet is an antihistamine. Chlorphenamine maleate is widely considered the best for skin problems, and is available as a tablet or syrup. Always read the label, and check it's suitable for you with a pharmacist or doctor. Various soothing creams either with antihistamine ingredients, or without may also help give some more immediate relief, though not as long lasting!

If one has pet Allergies, one can find appropriate treatments to help ease the condition. Over the counter allergy medication is one option. Also, there are allergy shots one can take to help eliminate their symptoms.
