Though not always determined by age, most doctors won't consider it until a woman is at least 30. That is mainly to be sure the woman doesn't want any children.

Sometimes, however, it may be done sooner due to medical necessity. I am 27 and have already had one due to medical necessity.

A hysterectomy is removing all of your internal reproductive organs(uterus, ovaries, fallopian tubes). Doing this would throw off your hormones which would make for early menopause. If you have no real health reason to have a hysterectomy, then no, a 17 year old girl can't get one.
