All soap is lye soap. You cannot create anything that is soap without lye. If you are having a problem with head lice I would either suggest the shampoo they sell at the store for it or a shampoo that contains tea tree essential oil. ( Please do not put tea tree essential oil undiluted on your skin. It can cause irritation and burning if not properly diluted.) There are many online websites where you can buy shampoo that contains tea tree essential oil but I still strongly suggest you use the shampoo from the store.
It may drown the live lice if you leave a lot of it in the hair overnight (which I DO NOT recommend that you do) but even that is not guaranteed to work. It wont even kill the eggs or nits. Don't waste your time and energy with home remedies that you find on the internet, I have been there and one that only to find that they do not work. I used Lice Goodbye made from Fairy Tales Hair Care. It is an all natural lice treatment that kills the live lice instantly and makes it easier to comb out the nits or eggs by breaking down the glue that they use to stick to the hair shaft. Unfortunately, I know a lot about lice because I had to deal with it twice but its good to know the facts...thankfully my daughters are lice free thanks to their other hair care prodcuts-Rosemary Repel-that keep the lice away.
