Improper lane usage would be driving in the far left lane of the highway and going only 60mph when the limit is 70mph. You are causing the drivers around you to pass you up because of your slow speed and endanger yourself and others. Another example would be using the middle lane of the road(usually a "Left Turn Only" lane) as your own personal lane. This IS illegal after a certain distance but you also can give the wrong signals to the drivers on both the way your going and the on coming traffic.

There are a number of things that could be considered improper lane use in Louisiana. Driving down the wrong lane can be considered improper lane usage.
