Yes, but it's going to be a reboot of the whole series so the mansion incedent would of never happened, in RE6. ^Capcom have mentioned that RE6 will be a reboot, but it is not known what this will mean for the series

No. Resident evil 6 is a separate game from re: operation raccoon city. RE6 will continue the stories of characters Chris redfield and Leon kennedy, as well as some other previously known and unknown characters. RE: ORC will follow a group of mercenaries in raccoon city during the same time period as RE2 and RE3 storyline. It is also more multiplayer based than RE6. RE6 comes out 11/20/2012 for xbox 360 and PS3. RE: ORC comes out for the same systems in march 2012.
