The same thing that keeps any man's hat from falling off - the correct size.
a cap
In general, it is considered rude for a man to wear a hat indoors.
Robin Hood would have worn a hooded mantle called a chaperon, common headgear for that time period (15th C) in England. What is interesting is that the chaperon could not only be worn as a normal hood, but the opening where your face would typically fit through the hood could be rolled and that donut would sit on top of your head like a cockscomb. The rest of the hood would be stuffed around the donut to cover the head, hence a rolled and stuffed hat. It may be a stretch, but that cockscomb configuration might yield something like the archer hat Robin Hood (at least in the movies) seems at times to sport, complete with feather. The archer hat ( Nottingham hat, Robin Hood hat, Sherwood Forest cap, Renaissance hat) seems to be a 20th century Hollywood invention.
