Because when they were deciding which city to make the capital, Calgary was already growing faster than Edmonton, and they wanted at least two major cities in the province. So they made Edmonton the capital in an attempt to promote growth in that city.

(There was also a tendency at the time, within Canada and the US, of locating capitals in the central area of a territory, state, or province. Edmonton is more centrally located within the populated areas.)
