If it's blowing intake-temperature air, either you've got the fan alone switched on or the heating part isn't working for some reason. If it's a gas furnace, the pilot light may have gone out, or the gas may be shut off somewhere (at the furnace itself, at the emergency shutoff for the house, or possibly at the main inlet).
If it's blowing actually COLD air (colder than intake), then you've probably got central air and you've somehow managed to turn on the air conditioner.

Hard to say it really depends on your home. One thing it will do if you have a filtration system in your furnace will ensure you have cleaner air blowing through the house.

YES! If you do not have a cold air return on your furnace, you will have much higher heating bills as you will not be circulating the cold air from your home back to the furmace to be heated again.
More than likely the air handler or furnace is upflow. In other words air is drawn through the bottom of the unit(the return) which is unconditioned air and blown out through the top of the unit(the supply), which is conditioned air.

when running the heat-pump the air blowing from the heat ducts is not hot ( it's to cold for the heat-pump). you have a main furnace and it won't turn on ( is thermostat selected for this source), ( is the power switch for main furnace on ), ( is fuse for this furnace good). If these are good (check thermostat wiring at thermostat, and transformer).
it's the same as the furnace filter. the air conditioner runs through the furnace to push he cold air. change your furnace filter and you are changing the air filter on the air conditioner
