ANSWER:The cotton acts as a shock absorber and volume filler. It keeps the pills from hitting one another during transit and keeps them from breaking and getting damaged.

Too eat the cotton later!!!!

The quality and cleanliness of cotton used in pill and vitamin bottles should be high enough to warrant saving it for reuse. I'd like to see how the cotton is stuffed into the bottles.
