The basic premise is that the best-suited genes survive because the animals that have the strongest advantage are the most likely to survive conditions in the environment (whether its a changed climate, a land desolated by a volcano, or a new predator or prey species) and procreate. It is not necessarily the physically strongest, but the species best adapted to survive. Sometimes, smaller wins out over bigger, especially in environments such as deserts with fewer resources (and, in the case of deserts, better able to deal with the heat; bigger bodies mean more heat ... this is why there are no elk, bears or other large animals in the desert).

It's the process that enables organisms to evolve by matching their genetics to the local environment. The best tend to flourish, with the weak dying. It can be said to act at all levels from individual genes (see Dawkins: The Selfish Gene) through to species level and beyond, though it is the life and the death of the individual (including reproductive success) where its role can generally be seen most easily.

It will presumably be the Universal agent of change (should life exist elsewhere) and has resulted in the evolution of organisms as big as Sequoias (giant redwood trees) and blue whales from the first life forms that arose on Earth, as species lineages evolve to best suit the current environmental conditions.

Theoretically at least, you can argue that evolution could occur in a universe without DNA, for example. Genetics could be based on another chemical. Natural Selection would still act to ensure the best suited life forms tend to thrive.
