A testable question means that when you have an experiment that you want to ask a question about then you can be able to test your hypothesis and get a result.

For example: The question, "Why is the sky blue," is untestable since you cannot test the sky's atmosphere with your bear hands. Scientists have already answered this question by saying it is blue because of it's ozone and other atmospheric layers. A testable question would be,"Does caffeine increase your heart rate,"and you have to do an experiment for it wich makes it testable.
