Actually I've controlled the wind (in one large area, not everywhere) a few times. I did it by clenching my fists and thinking about wind ( I was clenching my fists because I was angry, so the anger probably contributed to the thought and the process).

Sure you can. You can use magnetism on metals, temperatures to change form, force to move, electrical current can cause combustion, combinations can cause reactions. If you mean can you manipulate them then of course you can you just need to use outside forces on the element. If you mean like in the Avatar cartoon series then no you can't.
