The formation of dew is a physical change. Dew forms when air containing moisture cools and the moisture condenses out on the leaves. Water has changed state from a gas (or vapor) in air to a liquid, and this does not represent a chemical change any more than boiling water to change it from a liquid to a gas does. A change of state represents a physical change.
