Scientific notation is very simple once you get the hang of it. First, you take the integers (numbers) that are not zeros. In this case, you take the two eights. Now, put a dot after the first number like this 8.8 Now, count how many places are between the dot you've placed and the very last zero; in this case its 9. therefore, the scientific noptation is 8.8 x10^9.

6.789 x 10^7

67.89 x 10^6

678.9 x 10^5

6789 x 10^4

All are technically 'correct,' but the first would be the most used in general, and the others for when it is desirable to match a 'power.'
