On a US tape, between three and four there are a number of lines, usually one long line indicating 3 1/2, two slightly shorter lines indicating 3 1/4 and 3 3/4, and four still shorter lines indicating 3 1/8, 3 3/8, 3 5/8, and 3 7/8. There is no line indicating 3.2 (you would need a metric tape for that) so the closest you can come is that 3.2 is between the first very short line after 3 and the next line, which is a little longer, that is between 3 1/8 = 3.125 and 3 1/4 = 3.25.
