If you watch the intro it appears if Sonic was shocked to become a werehog, BUT the truth is that when he was shocked by the purple beams Drk Gaia material was being put into him. Near the end of the game it shows the Werehog getting the dark energy taken out of him when he looks into Dark Gaia's eye and reverts back into Sonic.
Sonic turns into a werehog in the game thanks to Dr. Eggman. Dr. Eggman made this machine that trapped Sonic in and if using his Super Sonic power the machine would take away the emeralds and bring him to the ground. Then some how he turns into the Werehog, Mostly I think that it's the cause of the electricution that turns him into a werehog.

Because at the beginning of Unleashed, Eggman captured Super Sonic in a machine thingy, it was supposed to suck the chaos emerald out of Super and use them to power his Gaia laser. The turning into a werehog was just a side effect of the machine. No laser, no werewolf.
Nope! At the end of Sonic Unleashed, during the cutscene when he just defeated the Egg Dragon, he gets the power of Dark Gaia, which causes the transformation, sucked out of him, since Dark Gaia needed power to complete his own final transformation to make the world plummet into darkeness, and defeat Sonic.
