you see all the Pokemon in platinum and trade from your other games like emerald, blue, fire red etc and that is how you find all Pokemon in platinum.
You have to have two Game Boy Advances to trade with emerald and ruby and a GBA to GBA link cable, another way to trade is if you use a GCN (gamecube) to GBA cable and you use Pokemon colosseum or Pokemon xd gale of darkness to trade emerald or ruby Pokemon to there then use colosseum or xd gale of darkness to trade your emerald or ruby Pokemon to the other game either ruby or emerald. Theres no way you can use a DS to trade with GBA games because the DS is not compatible with the GBA link cable.
After you have beaten the story mode on Pokemon Diamond/Pearl and obtained the National Pokedex, Pal Park will open south of Sandgem Town. Insert the Emerald cartridge into the Gameboy slot on your DS. Then, go to Pal Park in order to transfer Pokemon from Emerald (or any other Gameboy Pokemon game) to Diamond/Pearl. all you do is migrate you cant send Pokemon from diamond or pearl to any gba games. The way this works is that the game recognizes what Pokemon it is, what moves it has, and what level it is. since the older games have different pictures of the Pokemon and they don't move, the game only changes the picture of it, so it moves.

If you have the Pokemon Colosseum Bonus Disc for the Gamecube and Pokemon Ruby or Sapphire (and a special cable), you can download Jirachi onto one of those games and trade it to Emerald. I also hear you can get Jirachi on Pokemon Channel and send it to your games. Other than that, you have to cheat. :(
