Gollum did not call himself precious. Precious referred to his ring, his precioussssss.
In The Hobbit book, his nickname is Gollum because he makes "horrible swallowing noise in his throat, though he is always called himself 'my precious'." The movies do not exactly follow Tolkien's version.
he calls the ring; "the precious"
Gollum/Smeagol refers to the One Ring as "My Precious."
He is not talking to himself, he is referring to the ring which is "my precious".
Gollum, originally known as Smeagol, referred to the One Ring as "precious" and "my precious." It made him live much longer than his natural limits and he was constantly torn between his obsession with the ring and his hatred for it.
I believe Gollum was wearing The Ring, using it to catch a stray goblin off its guard for something other than fish to eat and The Ring slipped off his finger without him realizing it. In Gollum's own words, "How did we lose it, my precious? Yes, that's it. When we came this way last, when we twisted that nassty young squeaker. That's it. Curse it! It slipped from us, after all these ages and ages! It's gone, gollum." It is a magical ring, remember, with almost a mind of its own.

Gollum and Smeagol are the same character. Gollum did say "My love" to Sméagol in the movies (I can't remember if he said that in the books) and considering his split-personality, perhaps it is not so surprising. It is not a term of endearment, but an eccentricity, if you will.
Gollum takes the Ring from Frodo by biting off the finger bearing the Ring.
He is Smeagol's (gollum's) cousin.
