Fernand delivered the letter. M. Villefort (Pronounced Vill-for) was going to release him as Edmond was innocent, but decided to have him arrested instead when he learned the letter was to be delivered to his father, as it would destroy his family. Also, note that the movie and the book are almost completely different stories.
