I don't actually think it was ever a concious decision. Britain & the British collected territories & provinces by way of preventing other European countries from doing so. Indeed India was part of a commercial company for many, many years. I'm suggesting it was just an accident of history.

Ah, but it was no accident at all. Empires were half off at the time of Britain's Empirical dreams and the British, while sophisticated and charming, recognize a deal when they see one. 0% financing and 50% off was just too good to pass up. Of course, the balloon payments eventually became more of a burden than any reasonable chap was willing to carry, so it was off to the pawn shop for colonies and territories. Many historical accounts like to tell a fictional story of America's rebelling against the throne and declaring independence but in truth it was not so much declared as thrust upon those hapless colonies as they were forever late in paying their taxes and always dumping tea into harbors and other such uncivilized things, so off to the pawn shop for them. The United Kingdom still holds the pawn ticket for them though and if those wacky Americans don't watch themselves they just might find themselves whining about Queen Elizabeth rather than King George Jr. O'bama is Irish you know?
