The Moon orbits the Earth, while the Earth is orbiting the Sun. Because the Moon is moving, we see it in different positions relative to the Sun; we call this the "phases of the Moon". Only when the Moon is on the opposite side of the Earth from the Sun will we see a "full" moon.

somtimes you can but when you can't it is because the other side of the moon is facing the opposite side than what you see.

Go to the spot in Mount Moon where you got the Fossils. Go back down those stairs and to the right, you'll see a rock. If you press A on it you get a Moon Stone. :D -If you've already found both of the moon stones in Mount Moon, try the Rocket Hideout, Route 2, or the Mansion. Of course, you could always trade for one.
