Joker is a superior Villain to Lex Luther. Luther is rich and powerful and uses it to his advantage. However Luther Lacks the insanity that the Joker has which makes him a far worse Villain. If have seen the Dark Knight and the Superman films Ledger makes Spacey look like a sissy boy.
The Joker may have the insanity but just because he crazy doesn't make him the better villain. Lex Luther has a vast inventory of resources as the joker has a handful of crazy people. The Joker is a formidable opponent but he lacks resources to get the job done when it comes to defeating enemys the joker often targets the victims love onesto get to his main goal and that is to throw them off drive them crazy or even traumitzed them like he did with commisioner gordon. if lex doesn't necessarily have love seeing how he is selfish and want nothing but the death of Superman.

It depends on what type of fight, hand to hand, or fire fight. If it was fire fight, Arkham City. Only because he has more experience with guns in the game. So hand to hand would go to Dark Knight Joker. This is only because he is equiped with a knife, a knife that pops out of his shoe and he probably has more.

Back in the 1950's, the concept of a "Super Villain" on television would have been less than palatable. The TV of the day was filled with goodness and light, nothing but fair play, and the good guys always won in the end. For a villain to reach "Super" status, he would have to win occasionally. If Superman jailed him every time they tangled, he would just be an ordinary villain. There probably was an agreement of some sort back then that had the bad guys always lose on every show. There was something about a "Crime Doesn't Pay" rule being in place back then. All that would explain why Lex Luthor never showed up. No other costumed baddies ever showed up either. It was kind of strange that Superman, the guy that has all the powers anyone could want, fought ordinary bank robbers and such, while Batman, a guy with no super abilities at all (being an expert martial artist, gymnast, scientist, etc. does not qualify as a super power) fought nothing but cagey, costumed criminals with diabolical, dastardly devices (talking about that 1960's campfest gets one all alliterative).

Who would win iceman or hulk
The Joker could beat him up. The Joker would try to kill Luthor with his gun. It'll just stun him so Joker could knock him out. Joker knocked him out with one punch in the face. Joker wins.
Iron Man would win because Tony has a lot of suits and can summon them whenever he needs to. Lex Luthor is able to take down the Man of Steel only because his suits are based on kryptonite. Stark also knows more physical hand to hand combat than Lex Luthor.
Spider-man would beat him up until he decides to stop calling him an idiotic spider. Spider-man would break his kryptonite suits and then stop Lex Luthor by webbing him to jail and go away.
