The Quarter Quell is a year in Panem where children get sent into the Hunger Games, just like every time, but it is also different: Every 25 years (which is a quarter), they change the normal Hunger Games, and make it harder for tributes to win, or just plain rude with the obstacles they throw in. Example: Making four tributes from each district participate in the Hunger Games, or sending in victors to compete for the second time.
