This is what should happen. First you need to go to the Seafoam Island. Then go up the first latter you see. There you should meet the fifteenth gym leader who is a fire type leader. Then you should go back to Cinnabar Island and fight Blue, who is the Cinnabar Island leader. Hope this helped! ;)
