They were testing a TV camera and used a soaky-head puppet head of Felix as a prop- but still technically a TV cartoon! regular ( filmed) Felix cartoons followed on to the TV screen. Felix the Cat is a product of the King Feature Syndicate, also the producers of Popeye the sailor man.
