As you probably figured out Pikachu in yellow will NOT accept the thunderstone. And using wild pikachu codes with a gameshark, will not make this any better. Get a pikachu from a RED OR BLUE version, then use the thunderstone, it WILL evolve.
The only way to obtain a second Pikachu in Pokémon Yellow version would be to trade for one off a Red or Blue version game. Any other Pikachu obtained in the game will be normal, as in, it wont follow you around and will have its original cry.
You cannot evolve Pikachu in Pokemon Yellow, unless you trade it to a red or blue version, and give it a thunderstone there. Once you get it back it will not follow you.
