The only way to get a Regirock in SoulSilver is through trading.
I'm positive you can't get any regi Pokemon in this game (of course if you trade it to your game ) but I've beaten the game and there's no sign of any Regis'.

Regirock is not available in soulsilver.
you can migrate them from ruby, sapphire or emerald or get a fateful encounter event regigigas and catch it at snowpoint temple. then they will appear on route 228, mt.coronet and iron islaND.
You don't find a Regice in Heart Gold and Soul Silver, you have to trade them from an older game (D&P, Pt, R&S, E).
The only way to do this is through trading from Platinum, Ruby, Sapphire or Emerald
Regice is not found in the game. You must trade it from another game or through Pal Park. Similarly, the other Regis are not in the game, either.
Regice isn't available in the Sinnoh region. If you had the Regigigas event for Pokemon Platinum then you can find it. You can find it at Iceberg Ruins in northern part of Mt. Coronet.
