When Sirius died, Mundungus Fletcher broke into the house and stole several items; including the necklace. He tried to sell it but was stopped by Dolores Umbridge and forced to give it to her for free.
Harry, Ron and Hermione then broke into the Ministry to steal it from her and it was later destroyed by Ron.
