Well, it all started with geometric shapes. Dan Povenmire (creator of Phineas and Ferb and Rocko's Modern Life) drew a triangle headed boy on a piece of paper in a diner. He showed Jeff "Swampy" Marsh (former co-worker from Rocko's Modern Life) and they came together to make all the characters from geometric shapes. For example, Candace's head is a semi-circle.
