After you defeat Misty in Cerulean City, the police officer blocking the home of the people who were robbed will move. Go into their house and leave through the exit. Follow the path downward and go to Vermillion.
After defeating Lt. Surge, you can travel through Diglett cave back to route 2, where you can acquire HM05 Flash, which can be advantageous for Rock Tunnel. You'll need a Pokemon that knows cut to get Flash.
You can also battle trainers east of Vermillion, but no further as a Snorlax will block your path.
Ultimately, you'll head east of Cerulean City until you reach Rock Tunnel. After you get through Rock Tunnel you reach Lavender Town, and west of there is Celadon where the 4th Gym awaits.
Mauville is the location of the third gym in Pokémon Sapphire and Ruby. After Mauville, a person goes to Verdanturf Town.
The next destination would be Celadon City which like Vermilion City you must use a Underground Path to reach there from the Route west of Lavendar Town.
