After you collect all sixteen gym badges and also defeat Red, go to the Silph Co. Make sure that you have an open space in your party. Then, by the information counter, Steven (the dude with the spiky silver hair), will be standing there. If you talk to him, he'll say he remembers you. ( and a bunch of other nonsense....) Then he says, "You have three stones in front of you. Which one do you choose?" If you choose:
Red Stone: you will get TORCHIC
Blue Stone: you will get MUDKIP
Green Stone: you will get TREECKO

P.S.S. Treecko stays all grass type through its evolutions. Torchic turns into a fighting AND fire all the rest of the way. Mudkip turns into a water AND ground all the rest of the way.
