you have to use surf by the valley windworks and then get to the fuego ironworks. get though the maze and at the center of it, there is a poke ball that has flame thrower in it.
I have Heard that you can get it in the prize room next door but i got it of the women you get coins off after i talked to everyone in the room and picked up the coins on the machines!
