To get Moltres, go to ONE ISLAND and go to the eastern beach. Surf to the north, you will need HM Strength and HM Rock Smash to climb the mountain. Moltres will be waiting at the top.
First you have to beat the elite four, then you go to Mt. Ember which is on One Island, and Moltres wil be at the top.

Well first you need to get to one island and go into Mt. ember and once you get all the way to the top you will need to have strenght and move some boulders and he should be there.
