no!!!!! i checked all docks in vien forest no floatzell anywhere near! just try looking evrywhere by water. i even looked evryday for 9 days still no sight of a floatzel
You have to have a Floatzel in your Diamond or Pearl game that you used to transport your Pokemon to the Wii (it doesn't literally take your Pokemon from your game) then once you have your Floatzel in your game, transport your Pokemon to your Pokemon Battle Revolution game, then put it on your battle card with your other Pokemon if you want to.
