* Go to Dawn's house in Sandgem Town. Talk to Dawn's/Lucas' little sister. Each day she will say there is a swarm of a certain Pokémon on a certain route. Eventually she will say there is a swarm of Skitty on a certain route. Go to that route and run in the grass until you find a Skitty.

first you have to beat the game. then you have to get the national dex then talk to dawns little sister and one day she'll say that there are a mass outbreak go to route something and they will be there
first get national dex. then talk to Lucas/Dawn's sister and she will say there has been mass outbreaks of Pokemon all over. wait for her to say "there has been a mass outbreak of skitty" and then head to the route she tells you.
If you want to find skitty in soul silver, you have to trade a forretress with steven so you can go to the hoen region (where ruby, sapphire, emerald
