* Migrate it from Ruby, Sapphire, Emerald, Leaf Green, or Fire Red. You can find it in Pal Park.
* Go to Dawn's house in Sandgem Town. Talk to Dawn's/Lucas' little sister. Each day she will say there is a swarm of a certain Pokémon on a certain route. Eventually she will say there is a swarm of Skitty on a certain route. Go to that route and run in the grass until you find a Skitty.
