It depends upon the version that you are playing.
In Generation III, it differs for each version, though all require you to first beat the Elite Four and Champion. Immediately after that, you'll find yourself back at your house. Downstairs, there will be a program on the TV.
In Ruby Version, the program will state that there is a blue Pokémon roaming through Hoenn; that is Latios. From then on, it's all up to chance; it can be in any patch of grass or water anywhere except within caves or underwater. It is at Level 40, and will flee from battle at the first chance it gets.
In Sapphire Version, the program will state that there is a red Pokémon roaming through Hoenn; that is Latias, the slightly weaker female counterpart of Latios. Therefore, Latios cannot be caught through normal gameplay in Sapphire. However, by using the Eon Ticket, which is obtainable via events (hard to find nowadays), you can access a place called Southern Island from the Slateport Harbor. Within the island you will find Latios. But beware: it is at Level 50, and holds the Soul Dew, which makes its attacks 50% more powerful.
In Emerald Version, the program will say that there is a Pokémon roaming through Hoenn, with static preventing the anchor from saying the color. Your mother will then ask you if it was red or blue. Choose blue, and Latios will roam. Choose red, and Latias will roam, and you'll have to go to Southern Island to get Latios.
On a side note, if you go to Southern Island in Ruby or in Emerald after choosing blue, Latias will be there instead, also at Level 50 and holding the Soul Dew.
In Soul Silver Version, once you speak to Professor Oak in his laboratory in Pallet Town (meaning that you will need to have beaten the Elite Four and Champion and awakened the sleeping Snorlax), he will tell you that Latios is roaming Hoenn. At that point, you can track him on your PokéGear's map app; Latios' face will appear wherever he is. In this version, he is at Level 50.
In Heart Gold, Latias appears in the above situation instead. You need an event item known as the Enigma Stone to capture Latios. If you have it and have obtained the National Pokédex, take it to the Pewter City Museum. There you will find Steven Stone, nomadic mineral fanatic and the former Hoenn Champion, who will have a researcher examine it. Shortly afterwards, they will discover that it is the Soul Dew, and Latios will appear in Pewter to challenge you.
In Black 2 and White 2, you can find one of them in the Dreamyard: Latios in Black 2, and Latias in White 2. Unfortunately, in this Generation, there is no way to get the other Eon Pokémon in the game it does not appear; you will have to trade for it or transfer it from a previous version.
In Omega Ruby, once you cross the water to the east side of Route 118, you will find Steven. After a short conversation with him, Latias will appear before you. The Eon Pokémon will then give you both a ride to Southern Island, where Latios is waiting. Upon approaching him, Magma Admin Courtney will show up, desiring to capture both Latios and the Latiosite it holds. After defeating her and her Grunt in a Double Battle with Steven, Latios will join your party without needing to battle it. He is at Level 30 and knows Heal Pulse, Dragon Breath, Psycho Shift, and his signature move Luster Purge.
In Alpha Sapphire, the above proceeds in reverse, leading to the player acquiring Latias instead. To obtain Latios, the Eon Ticket is required. The Eon Ticket was distributed in an event to a few specific cartridges, but the Ticket could and can be transferred through the StreetPass feature. Keep your StreetPass on at all times until you obtain the Eon Ticket; at that point, assuming that you have already visited Southern Island and obtained Latias, you can return to Southern Island by talking to Norman at the Petalburg Gym, who will lead you to a ferry leading there. Latios awaits you in the depths of the island; in order to capture him, you will have to battle him. His stats are the same as above.
On a side note, though it should be obvious, Latias is obtained through the inverse of the above situations. Her Level and moves are the same as Latios, with the sole exception of her knowing her own signature move, Mist Ball, in place of Luster Purge.
Those are all of the games in which wild Latios appear. On a side note, if you accidentally KO Latios in any of the above games except for Ruby, Sapphire, and Emerald, it will reappear in the wild after you enter the Hall of Fame again.

RUBY: first you have to defeat the elite four. when you arrive home, examine the tv. It should say that a strange blue Pokemon has been spotted wandering around the hoenn region. Just like the reporter saaid, latios can now be found in the hoenn region. After running into latios, he will run away. however you can track him down by looking at him in the pokedex, in his area section.
EMERALD: emerald is fairly similar to ruby. Defeat the elite four, arrive home, BUT NOW YOU CAN CHOOSE BETWEEN LATIOS AND LATIAS! your 'mum' will ask you what colour the reporter said the Pokemon was, if you say red, you can find latias wandering around the hoenn region, if you say blue, you can find latios.
SAPPHIRE: I don't know, but I think you have to use an event to get latios in sapphire coz the one the reporter tells you is red (latias)

Latios can be found randomly on the map, or you could check his location on your Pokedex if you have seen him. A trick I found that works when you're looking for him is to first go to the Weather Institute. Go in wait a few seconds and then go outside, check your Pokedex and if he's not there go back in and out until he is in your area. Walk do not run or you will scare him off! Don't worry, it may take some time but it works.
First. Unlock Latios. To do so you need all of the Kanto Badges. Find Copy Cat in Saffron and she'll tell you she lost her doll in Vermillion. Head back to the Vermillion Poke Fan Club. Talk to the guy that's in front of the clefairy doll and he'll happily give it back. As soon as you step out, Steve The Chamion of Hoenn will stop you and babble on about Latios. Now you can track down Latios using your map just as you did with Entei, Raikou, and Suicune.

No, you can only get Latias in Sapphire and Emerald and Latios in Ruby and Emerald.
Latios is roaming the region like Entei and Raikou so where you first meet it changes per game. If you are a girl in your game you will catch Latias. if you are a boy you will catch Latios. To get the other one that you didnt catch you would need the Egnima Stone, which is in a wi-fi giveaway. If you have it you go into the fossil mueseum and give them the Stone. When you go outside Latias/Latios will fly up to you and battle you. Hope this helped!
