In Pokemon HeartGold the rainbow wing can be obtained when you defeat Team Rocket at Goldenrod City, an event following on from the previous defeat of Team Rocket at Mahogany Town.
i have soul silver so i no how to get the rainbow wing ( no cheats )go to pewter city talk to the man on the small rockand gives it to you.

After getting the first seven or eight bedages (I think seven) go to Goldenrod City, and enter the radio tower. Beat all the Team Rocket enemies, the director will give the rainbow wing to you. After that, go to Bell Tower ( not the Burned Tower ) and go to the top and catch Ho-oh. You could also flee from the battle, or make it faint, it is your choice.
After you have got seven or eight badges ( I think seven) go to Goldenrod City, and head for the radio tower. There, beat all the Team Rocket enemies, and the director will give it to you. (the rainbow wing. ) Now, you can go to the top of the Bell Tower and catch Ho-oh!
Go to pewter city in the Kanto region (must win pokemon league) and talk to and old man in the east of the town. He should give you the rainbow wing.
You don't find it, the kimono girls give it to you after you beat them at the Ecruteak City Dance Theatre. Then they meet you at bell tower and call upon Ho-oh (heart gold) and you battle/catch him.

In Pokemon heartgold you get the rainbow wing after you beat team rocket commander at the radio tower the director will come in and give it to you for saying thanks for beating team rocket
