It can be found in any cave where Drilbur or Excadrill can B found. Walk around a bit with a max repel in effect and a cloud of dust will appear. Walk up to the cloud and there's a slim chance there will be a fire stone. BEWARE! Drilbur and Excadrill may appear from the cloud. Run away and you will be fine.
In the Celadon Dept. Store, you can find fire, water, thunder, and leaf stones on the 4th floor.
You can find a Fire Stone by buying it on Tuesdays in the Pokeathlon Athlete Shop or obtaining it from Bill's grandfather.
