It's not an official Pokemon game, it's a hack based off Ruby. It's available for download on the creator's site, www.wahackpokemon.com as long as you have an emulator installed to play it. DO NOT BUY IT ON EBAY. If you do, you're being ripped off, because it is very much free and very much not an official GameFreak game.
You are able to buy a poke'mon quartz game cartridge on ebay, but I'm not sure if it is even worth it as it is hacked and stuff.
