The first time U come across Suicune wil be at Ecruteak City at the Burned Tower, then at Cianwood City, and you'll even run into Suicune on rout 42. Afterwards I don't know I haven't gone that far just yet.im improvin.after u see suicune at route 42 by mt.mortar go to route 14 and 15 and he should be on the water.after that u go where misty is on her date by bills house and that's where u faint of catch him.And hes not a runner:)

When does suicune appear?
well, Suicune doesn't really appear I think that you only get the letter saying that Suicune can play after you get the bonus on all of the Pokemon in Empoleons snow slide. Cuz I was looking for Suicune and checked the whole Iceburg zone and no Suicune any where. So that's why Ithink you can only get the letter saying that Suicune can play Empoleon's snow slide.
Why can't I find Suicune in Pokemon Heartgold?
If you can't find Suicune, then that either means you never visited the Burnt Tower in Ecruteak City or you haven't arrive at the Kanto region yet. To find Suicune, you'll need to first go to Ecruteak City and go inside the Burnt Tower. Go to the basement of the tower and you'll see Suicune, Entei, and Raikou. As soon as you see them, though, they will all run off, except for Suicune who will look at you before running away. After that, you'll have to chase Suicune at various places in the game before finally seeing it outside of Bill's House on Route 25, after Misty returned to her gym.

If you have visited every single place that suicune's been at, and you haven't defeated all sixteen gyms, then it will not appear. Try either defeating all sixteen gyms and heading back to Route 25, or defeat every gym and rebattle the Elite Four then visit Route 25.
