The first person who sent a Valentine was named Feifei Hu. She sent it to Mark Mimi.

The first valentine was actually sent by the Earl of Windsor who was also known as Jack the ripper who lost his life to a Mastadon after sending the valentine Express mail Pigeon. After being resurected by Cupid he realized he had unfinished business and since he was in love with a hooker he set out to find her. Since some of his memories were erased he only had one way to find out if the one he was trying to find was actually her. When he'd realize the girl was not her he would rip them up to pieces so his true love would not ever know he was being unfaithful.

Sadly they never were brought back together. Because Mark Mimi had already been courting Feifei Hu who was the real true love of The Earl of Windsor. When she thought her true love was dead she in turn took the Valentine Idea from the Earl of windsor and used it for her own benefit gaining the love and lifelong admiration of Mark Mimi.

Jack the Ripper did not come about until the late 1800s nearly 400 years later.
