As in getting into the Magma Pool? There doesn't seem to be a known way to get access into the Magma Pool. However, if you catch the guard asleep, you can get in. For each Neopets account there is a time the guard falls asleep, and once you figure what the one for your account is you can go back once a week and paint your pet magma.
If you refresh at the Magma Pool eventually the guard might fall asleep if you're lucky and you will be able to sneak past and take a swim in the pool. The magma colour is also available through the lab ray.
Team Magma will not appear in the submarine but you will see them get away with it the first time. The second time you see the submarine, you have to dive to the seafloor cavern to go challenge Maxie.

You can get into the Magma Pool at Moltara, which is directly above Lutari Island and beside Maraqua. Once you reach Moltara, click on the cave on the right side which will lead you to the other part of Moltara. The Magma Pool will be there, but there is a guard guarding it. There are two ways of getting into the Magma Pool:**Note! You can only go into the Magma Pool once every week.**1.) The guard says that you have to be well-versed in the ways of Moltara, which means you have to read a number of Moltara books. The guard will let you in because of that.2.) You wait each hour (sometimes minutes) for the guard to be asleep. The guard is sleeping randomly and at different times for each user. Also, the time could be at a beginning of and hour, or the beginning of a minute. (for example: My Magma Pool time is 3:27pm.)The best thing you can do is refresh every hour and hope he's sleeping.
